CSC ROV Trainings Privacy Policy
The CSC RO V Learning and Development Program is designed to facilitate the L&D needs of Government Employees and other aspiring eligibles that needs to acquire government training hours. This system contains the current year's Training Calendar for public information and registration. All registrations made on this website will solely be used for the records of the Civil Service Commission and shall be maintained in confidentiality. Any information entered by the user will be saved in the server database of registered participants to be downloaded upon full payment of the participant. Such data will be used in the printing of Certificate of Trainings and other training-related documents. Such database shall be maintained and used when applicants requests for authentication of ther Certificates. Other irrelevant information such as, but not limited to Date of birth, Age, Salary Grade and Position will be discarded when the Certificate has been printed.
CSC RO V Online Trainings - Terms and Conditions
The CSC Online Learning platform is designed to implement face-to-face trainings using online resources. This consist of Free and Paid webinars, Online Events and Online Courses. The following terms and conditions are set by this Office:
  • All clients are required to create an account and verify using the email they provided to use the system.
  • All participants must login to the LMS in order to gain access to the webinars, courses and events.
  • Free webinars are open to anyone who wishes to view attend and learn. However, downloading of the resources are strictly prohibited and may result to legal actions.
  • Paid webinars are open to the public for an investment fee depending on the level and duration of the training.
  • Participants are required to register to a webinar in order to proceed to the payment process.
  • Payments to webinar are non-refundable
  • Failure of a participant to attend the webinar on its intended date of broadcast will mean forfeiture of the registration fee.
  • All participants who completed at least 90% of the required training hours and submitted all the necessary requirements of an online, webinar or event will be given a certificate of participation.
  • The CSC RO V will not be held liable for any incorrect information of participants especially on the Certificate of Completion since the participants were the one to enter their information.
CSC ROV Trainings - Terms and Conditions for Calendared Face-to-Face Training
The CSC RO V Learning and Development is intended to address the competency gaps of the government workforce. The online registration accepts all registrations from would-be participants to their selected training program. The following terms and conditions are set by this office:
  • All scheduled training programs have limited slots and will be on an first-come, first-served basis.
  • All payments and confirmations to conventions, forums and the like should be coursed through the CSC RO V Filed Office
  • All registrants must encode their information and supply it correctly and completely as required by the registration page.
  • A valid and working email address is required for registering participants.
  • Any payment or confirmation of attendance to a scheduled training without prior registration will not be accepted.
  • All payments must be made through CSC RO V Regional Office or Field office.
  • Training fee is inclusive of training materials, meals (AM snack, lunch, PM snack), and training certificates.
  • Failure to attend the training by a participant not caused by this office will not be subject to any refund.
  • Participants who are granted a "To Pay Later" status in order to acquire a slot for the training, shall pay the registrtion fee regardless if he/she did not personally appear during the training/event. This is due to the procurement of the slot materials, meals and other expenses that is already paid for by CSC beforehand.
Photo and Video Documentation During Training Sessions

The Civil Service Commission Regional Office V (CSC RO V) may take photographs, screenshots, and/or video recordings during face-to-face and online training sessions for official purposes, in accordance with Republic Act No. 10173 (Data Privacy Act of 2012), its Implementing Rules and Regulations, and applicable issuances of the National Privacy Commission (NPC).

Face-to-Face Trainings:

  • Official photographs and/or video recordings may be taken of participants, resource persons, and the training venue for documentation, reporting, quality assurance, and official CSC communications.
  • Participants will be informed before or at the start of the session that photo and/or video documentation will be conducted.
  • Participants who do not wish to appear in photos or videos may inform the training facilitator or secretariat so that reasonable accommodations can be made (e.g., seating arrangement or exclusion from close-up shots), without affecting their participation or entitlement to a certificate, subject to attendance and other training requirements.
  • Group or panoramic shots of the training session may still be taken for official documentation where individual exclusion is not practicable; such images shall be processed only for legitimate CSC purposes.

Online Trainings, Webinars, and Virtual Events:

  • Screenshots, screen recordings, and/or session recordings may be taken for attendance verification, documentation, quality assurance, learning resource development (where authorized), and official reporting.
  • Participants will be notified when a session is being recorded or when screenshots may be taken (e.g., through platform notice, chat announcement, or briefing at the start of the session).
  • Participants are encouraged to use their real names for attendance and certification purposes. Display names and profile pictures visible on the platform may appear in screenshots or recordings.
  • Participants who prefer not to appear on camera may keep their video off, unless camera use is expressly required for a specific activity (e.g., identity verification or skills demonstration). Where camera use is required, participants will be informed in advance.
  • Unauthorized recording, photographing, screenshotting, or redistribution of online sessions, materials, or other participants' images by attendees is strictly prohibited and may result in removal from the session and/or legal action.

Use of Photos and Videos:

  • Captured images and recordings may be used for official CSC RO V reports, internal documentation, Learning and Development records, official social media or website posts, and related public information activities of the Commission, consistent with the stated purposes and applicable privacy rules.
  • Photos and videos shall not be sold or shared with unauthorized third parties for commercial purposes.
  • By registering for and attending a CSC RO V training (face-to-face or online), the participant acknowledges and consents to the photo/video documentation practices described in this policy, unless a prior request for reasonable accommodation has been made and granted as provided above.
Personal Data Lifecycle Policy (Collection to Deletion)

CSC RO V processes personal data of training registrants and participants in accordance with Republic Act No. 10173 (Data Privacy Act of 2012), its IRR, and NPC circulars. This Office observes the principles of transparency, legitimate purpose, and proportionality. The following describes the lifecycle of personal data from collection to deletion or disposal.

1. Collection

  • Personal data are collected through online registration forms, Learning Management System (LMS) account creation, attendance sheets, payment confirmation, evaluation forms, and related training processes.
  • Data collected may include, but are not limited to: full name, email address, contact number, agency/office, position, sex, age or date of birth (when required), salary grade (when required), payment and receipt details, attendance records, training evaluation responses, and photo/video documentation as described above.
  • Only data that are adequate, relevant, and necessary for registration, payment confirmation, training delivery, certification, authentication of certificates, reporting, and related L&D functions shall be collected.
  • By submitting registration or creating an LMS account, the data subject provides consent and/or acknowledges that processing is necessary for the performance of CSC's mandate and contractual/service arrangements related to the training.

2. Use and Processing

  • Personal data shall be used solely for legitimate purposes, including: processing registration and payments; managing attendance and participation; issuing certificates; authenticating certificates upon request; preparing training reports and statistics; communicating training-related information; and official documentation (including photos/videos).
  • Data shall not be processed in a manner incompatible with the purposes disclosed at the time of collection, except as otherwise allowed by law (e.g., further processing for historical, statistical, or scientific purposes with appropriate safeguards).
  • Access to personal data within CSC RO V shall be limited to authorized personnel who need the information to perform their official functions.

3. Storage and Security

  • Personal data are stored in CSC RO V systems, servers, and/or authorized repositories (including the LMS database and related official records).
  • Reasonable organizational, physical, and technical security measures shall be implemented to protect personal data against unauthorized access, disclosure, alteration, or destruction, consistent with the Data Privacy Act and CSC information security policies.
  • Photos, screenshots, and video recordings shall be stored in authorized official storage only and accessed only by designated personnel.

4. Sharing and Disclosure

  • Personal data shall not be disclosed to unauthorized third parties.
  • Disclosure may be made when required or authorized by law, court order, or competent authority; when necessary to fulfill official CSC functions; or with the consent of the data subject, as applicable.
  • Aggregated or anonymized statistical data that do not identify individuals may be used for reports and public information.

5. Retention

  • Personal data shall be retained only for as long as necessary to fulfill the purposes for which they were collected, or as required by applicable laws, rules, and CSC records retention and disposition schedules.
  • Data needed for certificate printing, authentication of certificates, and official training records may be retained for the period necessary to serve those purposes and comply with archival or audit requirements.
  • Information that becomes irrelevant after certificate issuance—such as, but not limited to, date of birth, age, salary grade, and position (when no longer needed)—shall be discarded or removed from active training databases as described in this Privacy Policy.
  • Photo and video documentation used for official reports or public information may be retained in official archives consistent with CSC documentation and records management rules.

6. Disposal and Deletion

  • When personal data are no longer necessary for the declared purposes and are not required to be retained by law or CSC retention rules, they shall be securely deleted, destroyed, or anonymized so that they can no longer be used to identify the data subject.
  • Electronic records shall be disposed of through secure deletion or equivalent irreversible means. Physical records, if any, shall be disposed of through shredding or other secure destruction methods approved by the Office.
  • Photo and video files that are no longer needed for documentation, reporting, or archival purposes shall be securely deleted from official storage.
  • Disposal shall be carried out in a manner that prevents unauthorized recovery or misuse of personal data.

7. Rights of Data Subjects

  • Under the Data Privacy Act of 2012, data subjects have the right to be informed, to object, to access, to rectification, to erasure or blocking (subject to legal and institutional retention requirements), to damages, and to data portability, as applicable and under the conditions provided by law.
  • Requests related to personal data (access, correction, withdrawal of consent where applicable, or concerns about photo/video use) may be sent to the CSC RO V Human Resource Division through the contact details indicated in this page.
  • CSC RO V will evaluate and respond to such requests in accordance with RA 10173, its IRR, and applicable CSC/NPC guidelines, taking into account lawful bases for processing and mandatory retention obligations.

8. Data Breach Management

  • In the event of a personal data breach, CSC RO V shall take prompt measures to contain and mitigate the breach and shall notify the National Privacy Commission and affected data subjects when required under the Data Privacy Act and NPC rules.
General Terms and Conditions
  • All scheduled training programs may be subject to changes in fee, title, date and other information without prior notice to the registrants or participants.
  • All payments for the registration fee must be made through any of the following:
    1. Cash or check payment directly to the CSC Office
    2. Bank Deposit
    3. Fund Transfer
    4. LDDAP-ADA
  • A CSC-issued Official Receipt must be presented/submitted to the CSC through the HRD at trpayments.cscro5@gmail.com to be confirmed a slot to the training
  • Issuance of certificate of completion is made only upon full payment of the investment fee and completion of all the training requirements.
  • Failure to attend the training as scheduled which was not caused by sudden cancellation or changes in schedule shall be deemed forfeited and no return of investment fee shall be entertained.
  • For transfer of training fee to another training, the training fee must be equivalent or less than the actual payment made. The CSC RO V shall not issue rebate since the Official Receipt (OR) has already been released. A written request must be sent to CSC RO V at least 15 days before the start of the scheduled training. This is only applicable if a pior information was sent to CSC RO V regarding the forseen absence of the participant due to other mattersas stated above.
  • Cancellation of attendance should be made through a written request addressed to Director IV Daisy Punzalan Bragais at least fifteen (15) days before the schedule, otherwise, the registration fee will be forfeited.
  • For change of participants, the CSC RO V should be informed at least five (5) working days before the scheduled training through csc.trd@gmail.com.
  • All participants are STRONGLY ADVISED to check their information at the attendance sheet during registration period of the training. Any corrections should be made visible on the attendance sheet.
  • Non-completion of attendance to the required training hours will only render a Certificate of Registraion but will only be upon request of the participant.
  • The CSC RO V will not be held liable for any incorrect information of participants especially on the Certificate of Completion since the participants were the one to enter their information.
